Prison and Detention Center Conditions

Prison conditions were poor and severely overcrowded. The prison population of approximately 168 thousand inmates was held in 139 prisons and detention centers designed for 111 thousand prisoners. Sleeping accommodations were insufficient. Medical care was inadequate and communicable diseases were widespread in some prisons. The number of full-time medical professionals increased significantly in 2004. The corrections department employed 17 full-time doctors, 309 full-time nurses, and 6 full time! dentists. There were also a small number of part-time doctors to supplement the permanent medical staff. Prisoners who are seriously ill now may be transferred to provincial or state hospitals. A 500-bed hospital at Klong Prem Prison opened during the year.

Prison authorities sometimes used solitary confinement of not more than three months to punish difficult male prisoners who consistently violated prison rules or regulations. They also used heavy leg irons to control prisoners who were deemed escape risks and often for prisoners serving life sentences or on death row. There were unconfirmed reports that in some institutions designated prisoners were authorized to discipline other prisoners.

Approximately 23 percent of the total prison population were pretrial detainees, who were not segregated from the general prison population. Men, women, and children often were held together in police station cells pending indictment. During the year the government open! ed a number of juvenile detention centers, and at year's end s! eparate facilities for juvenile offenders were available in 64 of the country's 76 provinces; but in some regions of the country, juveniles were detained with adults. An additional 12 facilities were scheduled to be opened in 2006.

Conditions in Bangkok's Suan Phlu immigration detention center met minimum international standards; however, conditions in nine provincial detention centers remained poor. Immigration detention facilities were administered by the Immigration Police Bureau, which reported to the Office of the Prime Minister and were not subject to many of the regulations that governed the regular prison system. There were credible reports that guards physically abused detainees in some detention centers. Overcrowding and a lack of basic medical care continued to be serious problems.

Access to prisons was not restricted, and the government permitted visits by independent human rights observers and the International Committee of the Red Cross (ICRC).

Thai law prohibits torture and other cruel, inhuman, or degrading treatment or punishment; however, NGOs and legal organizations continue to report that some members of the police occasionally torture and beat suspects to obtain confessions. During 2004, there were newspaper reports of numerous cases in which citizens accused police of using brutality, threatening false charges, and extorting bribes. Investigations were undertaken in most of the cases, including several in which the accused police officers were su! spended pending the results of internal investigations.

A Thai senator, testifying as a character witness at the trial of four Muslim suspects accused of membership in Jemaah Islamiya, said that while in police custody bags were put over the suspects' heads, and they were beaten on the back and the abdomen. The four were acquitted by the criminal court in June and released from custody. Police opened an internal investigation, but at year's end no criminal charges had been filed.

On October 15, in Tak Province, a police officer said to be drunk at the time forced his way into a home, threatened and beat an older woman, and allegedly tried to rape an 18-year-old Burmese migrant worker. The policeman reportedly had previously extorted money from the girl. The two women returned to Burma, but a complaint was lodged on their behalf with the NHRC.

In March 2004, five suspects in the 2004 Narathiwat military camp raid alleged that police beat and administered! electric shocks to them in order to obtain confessions. The s! uspects filed a formal complaint with the Ministry of Justice through their lawyer, Somchai Neelapaichjit, who subsequently disappeared and was presumed dead. Police opened an internal investigation of the officers suspected of abuse, but at year's end no criminal charges had been filed.

There were no reported developments in the internal police investigation into the November 2004 claim by a married couple that they were beaten and robbed while under detention for 102 days without charge at the Lumpini police station in Bangkok.

In November 2004, police in Ayutthaya Province reportedly beat and applied electric shock to a man's genitals to coerce a confession after arresting him for suspected robbery; 23 members of the police were transferred to Bangkok in connection with the incident, pending an internal police investigation. In December the complainant reportedly withdrew his complaint following an out-of-court settlement.

Have fun on your holiday - but don't! do anything stupid. Check the laws in Thailand before you go - they may be different than your home country. You don't want to spend you holiday in a Thai prison.

Cars are one of the most commonly used vehicles for commuting and since the origin of the automobiles, there have been various innovations in terms of types and kinds of cars. One of the earliest among these characteristic kinds was the electric cars or EV, also known as the battery electric vehicle or BEV which emerged in the 19 th century. Unlike the hybrid vehicles which perform with the aid of both internal combustion engines as well as electric motors, the electric cars make use of motor controllers and electric motors and fun! ction by means of the chemical energy stored in rechargeable battery packs. With the progress of time and advancement of technology, one of the adverse effects that hit human civilization was the ill-effects of pollution. Under such circumstances, it must be pointed out that battery electric vehicles more often make use of renewable sources of energy and therefore they do not emit exhaust fumes and minimize the risks of environmental pollution. These electric vehicles do not produce toxic smoke and are mostly soundless and are also capable of producing more acceleration compared to the conventional vehicles. The different variants of the battery electric vehicle include golf carts, electric scooters motorcycles, light trucks and because of their low dependence on the use of petroleum, it is possible to constrict the harmful effects of global warming as well. The most important constituent of the battery electric vehicles are their batteries and in mot circumstances, the pri! ces of the batteries determine the expense to be incurred by t! he owner on the vehicle. However, they are still considered to be cheaper compared to the conventional vehicles and while the initial battery prices may seem high, the overall maintenance cost is not that expensive.

There are several reasons why the battery electric vehicles are more often a preferred option among enthusiasts. The fluctuation of rising fuel prices does not affect it and they are also successful in restraining vehicle energy costs by almost 90%. The source of electricity in ca battery electric vehicle may be obtained form hydro power, solar power, wind energy or nuclear power which ascertains the non-emission of carbon fumes which can cause harm to the environment. Batteries need to be recharged after stipulated priors of time and those costs are not so high and remain more or less constant compared to the inconsistency of fuel prices.

However, it is to be kept in mind that unless renewable sources of energy are used, electric vehicles cannot check carb! on emissions and the batteries too require frequent replacements.

Nuweiba is a remarkably beautiful Egyptian beach resort situated on the eastern coast of Sinai Peninsula between Dahab and Taba. It stretches for 7 km along the Red Sea coastline with the backdrop of steep, stunning mountains. This perfect relaxing getaway is only an hour away from Taba airport or about three hours away from Sharm-El-Sheikh airport.

Nuweiba comprises of three areas, each with its own character.
Nuweiba Tarabin, the northern part, has a shallow bay and a lovely beach; however, being home to Bedonin tribe, has ! been developed only modestly. There is a thick palm grove and the ruins of a Turkish fort of 16th century. Along the beach there are enchanting Bedouin style restaurants furnished in with carpets and cushions offering traditional cuisine. The crowd of restaurants and bazaars here creates impression of a colorful oriental market place.
To the south of Tarabin lies the Nuweiba City. It has tourist shops, supermarket and bazaars. Traditionally it has served the purpose of keeping the Tarabin tribe in north and the Muzeina tribe in the south apart. .
To the south lies Nuweiba Muzeina, a very busy industrial area. It is situated at the foot of steep mountains and on the shore of the bay. This is a port and a luxurious oasis. Nuweiba Muzeina's magnificent beaches and coral reefs are very popular, and the bay is lined with many resorts and tourist villages. Ferry service to Aqaba on the Jordan coast is available every day.

Nuweiba is known for the spectacular moun! tains that exhibit a whole range of colors from golden yellow ! to deep purple the depths and its beaches. Nuweiba is a popular choice for an unusual Red Sea holiday among travelers.

The Red Sea at Nuweiba is clean and clear and is rich in marine life. It offers a range of underwater seascapes which are the main attraction in Nuweiba. Diving and snorkeling are very popular sports here. The Reefs create interesting locations for snorkeling. Many diving sites such as Devil's Head, Burka and Maagana are available. Aquatic Paradise is particularly recommended for keen snorkelers and divers.

The mountains surrounding Nuweiba are ideal for hiking, trekking and exploration. Trekking either by camel or jeep through the Coastline Mountains or into the Sinai Desert and the Dunes can be quite exciting.

There are many interesting places nearby such as Ain-el-Furtaga, St. Catherine's Monastery, Mount Sinai, etc. which can be reached by short excursions.

There is a disco in Nuweiba city, which serves alcohol. You can enjoy good B! ritish as well as authentic Middle-eastern cuisines. The resort has numerous shops offering Egyptian goods. There's plenty of duty-free shopping in Nuweiba's port area. However, Nuweiba is more popular for its clear starry skies and guaranteed sunshine than its nightlife.

There are many good hotels in Nuweiba. Coral Hilton Resort, located in one of the Sinai Desert's oases, provides luxurious accommodation and excellent facilities for the guests. Bars and restaurants offer multiple cuisines with a different theme each night. The Hotel has its own private sandy beach. After a dip in the Red Sea, you can unwind in a hammock on the private sandy beach, sunbathe by the pool. Many activities such as water-sports, snorkeling and diving in the Red Sea are available. Golf, Squash and Tennis, Billiards, Table Tennis Beach Volleyball, Croquet Court are on the premises.

Prevent Insect Bites

Many diseases, like malaria and dengue, are spread through insect bites. One of the best protections is to prevent insect bites by:

- Using insect repellent (bug spray) with 30%-50% DEET. Picaridin, available in 7% and 15% concentrations, needs more frequent application.
- Wearing long-sleeved shirts, long pants, and a hat outdoors.
- Remaining indoors in a screened or air-conditioned area during the peak biting period for malaria (dusk and dawn).
- Sleeping in beds covered by nets treated with! permethrin, if not sleeping in an air-conditioned or well-screened room.
- Spraying rooms with products effective against flying insects, such as those containing pyrethroid.

Be Careful about Food and Water

Diseases from food and water are the leading cause of illness in travelers. Follow these tips for safe eating and drinking:

- Wash your hands often with soap and water, especially before eating. If soap and water are not available, use an alcohol-based hand gel (with at least 60% alcohol).
- Drink only bottled or boiled water, or carbonated (bubbly) drinks in cans or bottles. Avoid tap water, fountain drinks, and ice cubes. If this is not possible, learn how to make water safer to drink.
- Do not eat food purchased from street vendors.
- Make sure food is fully cooked.
- Avoid dairy products, unless you know they have been pasteurized.
- Diseases from food and water often cause vomiting and diarrhea. Make sure to bring diarrhea m! edicine with you so that you can treat mild cases yourself.

Car crashes are a leading cause of injury among travelers. Protect yourself from these injuries by:

- Not drinking and driving.

You actually have a few choices for your ride to Pattaya. You can go the cheap route - take a taxi to the bus station, catch the bus to Pattaya, and then get another taxi to your hotel.

You can share a ride - either with someone you met at an online Pattaya forum or go with a group in a 6 - 9 passenger van. I have made a couple of good friends sharing the ride and the cost with one other person and have had nothing but bad experiences sharing a van with 8 others.

My preferred method of traveling from t! he Bangkok International Airport - Suvarnabhumi - to Pattaya is to book a ride online in advance and have the driver waiting for me when I arrive. I have found a reliable source at a Pattaya forum and have used him for the past 6 years and he has never let me down. He is always waiting for me right outside where you pick up your luggage. I have never been disappointed.

There is one more option - the notorious taxi mafia at Bangkok International. These are the pests that block your way as soon as you leave the luggage carousel. They have a clipboard in hand and will pester you even if you tell them that you already have a ride booked. They charge about double what I book my ride for and are extremely annoying.

The service I use is run by a guy named Mr. Toom and he has gotten so popular that he has had to outsource his service. He takes his cut and other drivers show up. He also provides a cell phone number in case you cannot locate your driver at the airport. ! He charges 1200 baht for the ride and that includes airport pa! rking, t olls and the ride. You can also request a car that you can smoke in. If you want to stop along the way for a quick break - that is not a problem. Just let the driver know.

I have always gotten pleasant drivers, who let me smoke, and play music - either Thai or American. They get me to Pattaya in about 1 ½ hours and take me straight to my hotel or guest house front door. I usually tip about 20 Baht for the safe and efficient ride to my final destination.

So, my recommendation for your trip from the Bangkok Airport to Pattaya is to book in advance and have a comfortable ride to Pattaya. There is no sense flying half way around the world and start your vacation riding a bus. Book in advance and enjoy the last leg of your trip before you hit the night life of Pattaya. Have a safe and enjoyable holiday.

In this small lagoon town live over 270,000 inhabitants; it is situated in the northeast of Italy and overlooks the Adriatic Sea.

Venice is divided into Sestieri, three of these (Castello, San Marco and Cannaregio) are here to the Grand Canal taking as a point of reference Piazza San Marco; the three at the other hand, are Santa Croce, Dorsoduro and San Polo-Rialto. These six subdivisions of the city are represented in the "Ferro" (! front of the gondola-metal boats typical of the city - which has precisely six points / lines). The rear of the craft, however, represents the Giudecca island which is located right in front of Piazza San Marco.

Of course, the capital of Veneto, which is categorized heritage of humanity by UNESCO, is a unique city, where there are no roads but only canals and rivers navigable by small boats (Gondole).

Historically it was called the Dominant or even as the Serenissima, in fact has been for over a millennium, the capital of the Republic of Venice.

The old city lives mainly from the tourism, but also of local manufacture and crafts, just think of the beautiful Murano glass (small island in the lagoon of Venice). Fethiye is a major town on the Mediterranean coast of Turkey. It is situated in a naturally sheltered bay with little islands dotted around its stunning coastline. 6000 feet high mountains lie in the rear of the bay; they are a part of the southwestern spurs of the Taurus Range. The woody slopes are covered with refreshing sage, thyme, pine and laurel trees.

A 100-hectare incense forest is special feature of the Fethiye Resort. Balsam from incense trees is used to fumigate mosques and churches; it is also used in pharmaceutical and cosmetic! preparations. It is popular as a picnic spot as well as a campsite.

Fethiye enjoys the Mediterranean climate; its winters are warm and wet but summers are dry and hot. The temperatures are around 85°F in summers and rarely lower than 55°F in winters. Except for very few rainy and cold days, it is possible to enjoy the sea all the year round since the seawater temperature is hardly below 63°F.
Fethiye Resort is close to many of the great beaches in the area. The famous "blue lagoon" beach of Olu Deniz is only 25 minutes ' dolmus ' (minibus) ride away. The famous Calis Beach is also just round the bay; here you can lounge in the sun soaking in your beers on the long stretch of sand and pebbles. Water sports like windsurfing and kite-surfing are available. Make sure you don't miss seeing the dazzling explosion of colors - pink and orange - in the sunset in Calis.
Don't forget to take a ' dolmus ' (minibus) ride Dalyan to see the nesting site of turtles. The be! ach here is one of the few nesting sites of the rare loggerhea! d turtle s; they come up here to lay their eggs late in evenings; the beach is closed to public after 8:00 pm. You will also see the largest variety of wildlife in Turkey here; some of the bird species you see here will not be found else where in the world.

Overlooking the city is a fortress which was built by the Knights of Rhodes. It is well worth visiting it to see the fortress, and the elaborately carved and remarkable rock tombs for which Fethiye is known; these tombs were carved into faces of the cliffs by the Lycians and were intended for the kings. There is also a fabulous Roman amphitheater which is worth a visit.

There are a number of good hotels at Fethiye Resort. One of the popular hotels is the 1500 bed Club Letoonia Hotel situated at less than 3 miles from Fethiye center. All rooms are air conditioned, and are well appointed with shower, bathtub, TV and telephones, etc. Baby sitters are available. The general facilities such as Turkish bath, sauna, haird! resser and massages, shopping center, market, gift shop and jewellery shop are on the premises.

There are extensive sports and recreation facilities available. Children will be happy with the children's playground, children's swimming pool, water slide, etc. An outdoor swimming pool as well as facilities for pool games is available. Other recreation facilities such as volleyball, table tennis and football are available. Windsurfing, pedaloes and watersports are available on the beach.

Fethiye Resort is well connected to all major cities by three highways. Dalaman and Antalya International Airports are within 2 to 3 hours drive from Fethiye. It is well connected by the national airlines with all major destinations in the region. As such it is a convenient and enjoyable tourist destination.

Turkey has many beautiful resorts along the Aegean coast. Altinkum is one such small resort town on the shores of the Aegean Sea; it is only 90 minutes transfer from Bodrum Airport. The town has got its name after the golden sand on its beaches. Altinkum means "golden sands". The magnificent beaches of golden sand gently shelving into the shimmering turquoise blue water of the Aegean Sea is an enchanting sight. Altinkum resort has three beaches. The main beach has plenty of sunbeds and umbrellas for basking on the beach. Or you can go swimming in the n! ice, clear blue water of the Aegean Sea. Plenty of water sports are also available; children enjoy going on the pedal boats. There are enjoyable boat trips that take you around the bay and the Castle. The second beach has many bars and restaurants facing the sea. The third beach is a smaller more secluded beach.

Apart from swimming and basking on the beach, there is plenty of sight seeing you can do. There are many interesting ancient sites you can visit near Altinkum. A short ten minutes journey from the resort center is the Temple of Apollo where you will see the famous head of Medusa adorned with snakes; and you will be astonished with the size of the columns here.
For a longer day-out visit, go to see one of the seven wonders of the ancient world, the ruins of Ephesus. It is a well-preserved classical city on the Mediterranean, and gives you a feeling of what life was like in Roman times. For relaxation and entertainment, there are a large number of restaurants and waterfront bars open until around midnight; later the party atmosphere moves to nightclubs. It can get lively in high season when the holiday spirit is in full swing.
